From Sen. Jarvis' Desk: Legislative Year in Review

It has been a very eventful year here in the legislature. As 2021 comes to a close I wanted to provide you with a legislative summary of the work done here in my office. This year I helped introduce 11 bills in the NC Senate. 7 of the bills I introduced were successfully passed and have become law. I was also able to help co-sponsor an additional 63 bills, several of which have also become law. Below is a breakdown of both my introduced legislation and co-sponsored legislation.

Out of the 63 bills I helped co-sponsor, 4 of these were vetoed by the Governor. The Election Day Integrity Act (S326) as well as the Protect Religious Meeting Places (S43) bills were among those vetoed.

With your help, these bills were able to impact North Carolinians in a positive way in numerous areas of life including child welfare, regulatory reform and building code reform.

I want to thank everyone who has made these bills possible and for the numerous stakeholders from across the district and state who have expressed their needs to the legislature. As your Senator it is my job to help deliver for the people who elected me to this office. I will never stop fighting for you and look forward to the work ahead in 2022.

2021 bills introduced by Senator Jarvis

S 241 - Modified Utility Vehicle Def/Use of Funds.

  • This bill allows Modified Utility Vehicles to become registered and tagged with NCDMV so that they can be cleared for legal road use. The Modified Utility Vehicles have gained immense popularity in the past couple of years and legalizing them for road use puts our state at an advantage for the tourism industry in this area.

S 316 - Gen. Contractors/Plumbing/Electr. Exempt.

  • This bill makes changes to the laws governing electrical, plumbing, and HVAC contractors. This law will expand exemptions afforded to public building projects to home/ business owner projects. It will remove the middle men that are in place now that add time and money to projects.

S 329 - Bldg. Permit Exempt./Timeshare Eff. Date.

  • This bill will allow businesses to gain some flexibility to make necessary improvements without having to wade through bureaucratic red tape and unnecessary paperwork. This law cuts through that red tape and allows businesses to make minor repairs and renovations without the burden of superfluous government regulations

S 372 - Electrical Contracting Licensure Mods.

  • Senate Bill 372 would codify a reduction of the hours of experience required for limited, intermediate, and unlimited electrical contractor licenses

S 478 (H489) (Companion Bills) - 2021 Building Code and Dev. Reg. Reform.

  • This bill will standardize sedimentation and erosion control practices across the state and it updates a rule to raise the threshold for sprinkler requirement on single road access to a subdivision. There are also provisions in the bill that will hep speed up the time it takes for NCDOT to accept new subdivision roads and to clarify an important accessory dwelling unit requirement.

S 693 - Expedite Child Safety and Permanence

  • The bill cuts some red tape in efforts to reunite children with parents who are completing court-ordered services. It also speeds up the process for finding a permanent home for the child when parental rights have been severed by a judge.
