Political Opinion: From Sen. Jarvis' Desk - July 14, 2023

Dear Friends,

We have reached the the halfway point of the long, hot summer. I hope you are able to stay comfortable while much of the state continues to see record high temperatures. Luckily, our rainfall totals have been doing moderately well, so at least NC crops are not suffering and our lawns and flowers are happy.

Congratulations are in order for our great state on achieving the top spot as America's #1 State for Business! Thanks to the majority party's fiscal acumen while handling NC's budget for several years, this is the 2nd year in a row that NC has earned this honor.

The Senate is still in a bit of a holding pattern while the budget continues to be discussed by Leadership offices in the House and Senate. Our committees and voting sessions have been suspended during this process but we do anticipate activity to increase again next week.

The House held a session on Wednesday of this week with the expectation of casting votes which could possibly override Governor Cooper's latest round of vetoes. The Speaker decided to postpone voting on those bills until the following week, so stay tuned for the outcome. Please read below for another summary of how voting and ratification processes work in the General Assembly.

Governor Cooper vetoed a companion House bill last Friday that I have spent a considerable amount of time composing in the Senate. HB 488/SB 378 has been designed to modify the Building Code Council in a variety of ways that will ultimately help the building industries and property owners. Unfortunately, Governor Cooper disagreed with the intent of the bill.

Another bill that has historically been contentious has been receiving new attention the past few weeks. SB 3, known as Compassionate Care, is being revived in a new House vessel. Read below for what this bill's future holds during the remainder of this session.

Thomasville is shining in our district! The Downtown Associate Community has announced that Thomasville's downtown has received an award that will help it achieve its growth goals. The NC Mainstreet Community designation gives Thomasville assistance for two years. Congratulations to Thomasville!
